Registrar's Mission

The Office of the Registrar supports NPRC’s learner-first mission by providing accurate, timely, and student-focused services. We ensure academic integrity, protect student data, and guide learners from admission to completion through transparent, practical, and data-informed practices, fostering student and institutional success.

The Registrar at NPRC manages student record information, which includes name and address changes, graduation applications, transfer credit evaluation, transcript request, enforces FERPA, and provides official transcripts. Use these cards to navigate processes like registering for courses, transcript requests, transferring, submitting prior learning credits, applying for graduation, and more.

Before Registering

Financial Responsibility Form - Students must accept the Financial Responsibility Form each semester before they can register for classes. This form is located on MyNPRC.org.

Meet With Your Advisor - All students must meet with their assigned advisor before registering for courses each term. This helps to ensure each learner is taking the correct courses, academic progress is being made, and all questions and concerns are answered.

Planning a Semester

Schedule Changes

Schedule Adjustment Period:

The schedule adjustment period begins on the first day of class and ends on the corresponding date listed in the College Catalog. Typically, this date is no more than two weeks after the beginning of a semester. Courses that are dropped during this period receive a full refund.
If you add a course that has already started, students are required to catch up on missed work. To do so, contact your instructor right away to ensure you stay on track.

Withdrawing from a Course:

If you are withdrawing from a course or the term, talk with your advisor first to ensure you understand the best options available to support you.
Check the Academic Calendar for the last day to withdraw with a grade of a “W.”
To withdraw from a course or the College:
- Log into MyNPRC.org
- Complete the Withdrawal Form under Student Forms
- Enter your last date of engagement (last attendance, assignment submitted, activity feed post, or login to an asynchronous class)
- Your instructor(s) will be notified, and you will receive a final grade of a “W.”

The Family Educational Rights and Privacy Act (FERPA)

The Family Educational Rights and Privacy Act (FERPA) is a federal law that protects the privacy of student education records. The Office of the Registrar is responsible for enforcing this law and ensuring eligible students are appropriately protected.

FERPA and Solomon Amendment Information

Student Rights Under FERPA

Each year, students are required to receive notice of their rights under FERPA and disclosure of certain information. Please review the Privacy Notice. If there are questions, please email the Office of the Registrar at registrar@rrcnpa.org.
FORM-9040-04: Request to Inspect and Review Education Records.
- The right to inspect and review the student's education records within 45 days after the day NPRC receives a request for access.
FORM-9040-05: Request to Amend or Remove Education Records
- The right to request the amendment of the student’s education records that the student believes is inaccurate, misleading, or otherwise in violation of the student’s privacy rights under FERPA.
FERPA Release Form
- The right to provide written consent before NPRC discloses personally identifiable information (PII) from the student's education records, except to the extent that FERPA authorizes disclosure without consent.
Students have the right to file a complaint with the U.S. Department of Education concerning alleged failures by NPRC to comply with the requirements of FERPA.

FERPA Exceptions

FERPA allows for the following exceptions in sharing personally identifiable information (PII) without prior consent:

College officials with a legitimate educational interest in the information.
Other schools to which a student is transferring or seeks to enroll.
Specified officials for audit or evaluation purposes.
Appropriate parties in connection with financial aid to a student.
Organizations conducting certain studies for or on behalf of the school.
Accrediting organizations.
Comply with a judicial order or lawfully issued subpoena
Appropriate officials in cases of health and safety emergencies.
State and local authorities, within a juvenile justice system, pursuant to state law.
Victims of violent crimes and certain sex offenses, in accordance with the requirements of Title IX.

NPRC may also disclose Directory Information in its discretion and without a student’s prior consent, unless the student has opted out of sharing their Directory Information. NPRC defines directory information as a student’s:

Name
County of residency
NPRC email address
Terms of attendance
Enrollment status
Major field of study
Honors and awards (e.g., Dean’s List recognition)

Please note that you have the right as a student to withhold the release of directory information at any time and can do so by completing the Directory and Photo Release Form.

Solomon Requests

A Solomon Request is a formal, written request from military recruiters to educational institutions, mandated by federal law. These requests are to obtain "student recruitment information", which includes learners' names, addresses, telephone numbers, ages, majors, and other related information. This request only pertains to students aged 17 and older. Because NPRC receives federal funds, the institution must comply or risk losing funding.

Recruiters are required to complete the Solomon Request Form and email it to the Office of the Registrar at registrar@rrcnpa.org.

Where are you located?

Is Northern Pennsylvania Regional College a public or private institution?

What are the College’s admission requirements?

NPRC is an open admission institution. We only require an application and your high school diploma or equivalent to enroll in academic courses.

Admissions requirements for workforce development classes vary. For example, EMT courses require attendees to be at least 16 years old, CDA admissions requires employment at a licensed childcare center, and CDL admissions requires department of transportation physicals and drug screens.

How much does NPRC cost?

Is financial aid available?

NPRC offers institutional aid and scholarships to eligible students and is working to be able to award and distribute federal financial aid in the future. Students in select programs may be eligible for additional funding opportunities through community organizations such as PA CareerLink® and the Office of Vocational Rehabilitation (OVR). Are credits transferrable?

The transferability of NPRC academic credits is determined by the receiving institution. NPRC has transfer agreements with institutions for students who plan to transfer to a four-year institution. We encourage students to speak with the college or university they wish to transfer credits to prior to attending classes with NPRC to confirm courses will transfer.

Workforce development programs are often not transferrable.
